it's no problem, no need to apologize!! it's called live2d, you can get it here! they've got a series of official tutorials that are a pretty good introduction. don't let all the rigging talk they do scare you- it's tedious, but not as bad as they make it sound. it generally takes me 1-2 hours to rig a drawing for animation, depending on character complexity, and i've made like. three of these.
there's also a similar program called emofuri, which went popular on tumblr and other sites around 2014 ish? it does more of the rigging and animating for you, but it's only available in japanese and you pretty much have to dig up 2014-era tumblr tutorials to make heads or tails out of it. it's also more limited in available expressions and duration you can export.

this was for that style-bending art challenge! basically, i asked my art friends what things were distinct for my style and i had to create a piece of art without any of them. they said blocky and painterly brush strokes, the colors red and blue and brown, and people. came up with this in the end- there are some bluish and brownish shades, but they're almost all just fun uses of greys, dark yellows, and the surrounding colors. the closest i got to brown was a khaki beige-ish color.
first hand is my own but the second two were locally grown by two of my lovely friends
